The Romanian state is abandoning its partnership with the famous Dutch company Damen Holding in the management of one of the largest shipyards in the Black Sea region – Mangalia. This became clear after the general meeting of shareholders, at which the decision was officially made two months ago.
Damen was a partner of the state for 6 years, owning 49% of the shipyard.
The decision came after long negotiations between the two parties, but also at a very sensitive moment, Romanian media wrote. Damen Mangalia has remained almost without active orders since the beginning of this month, including those related to ship repair.
Currently, almost all of the 1,500 employees are on furlough, with their salaries guaranteed until March. However, many of them have already taken steps to leave or look for additional work.
“I hope that with the termination of the contract and the clarification of compensation claims, this partnership will end as soon as possible, so that another interested investor can acquire the company’s shares,” union leader Lorenzio Gobbaya told Free Europe.
He urged shareholders and political decision-makers to take urgent measures to resolve this crisis in order to save the country’s strategically important location.

It is not yet known what compensation Damen Shipyards Group will receive, nor which investors are interested in acquiring the Mangalia shipyard.
As Money.bg wrote at the time, in June at the request of parent company Damen Holding BV, Damen Shipyards Mangalia was declared bankrupt.
In 2018, the shares of Daewoo Mangalia Heavy Industries were acquired by the Dutch Damen Shipyard Group, which also owns the Galác shipyard, which also inherited debts of 730 million euros. The Dutch were given the right to decide how the company was run, although they retained 49% of the shares.
Building on this partnership with the Romanian state, Damen has committed to providing financing, specialist knowledge and resources as well as customers and contracts to make Mangalia competitive in the European market.
In June 2023, however, the Romanian government issued an emergency regulation that changed the rules governing companies in which the state is the majority shareholder. This effectively cut off the Dutch company’s rights to make business decisions without explicit consent from the Romanian side.
